בָּרוּךְ אַתָּה יְיָ אֱלֹהֵינוּ מֶלֶךְ הָעוֹלָם, אֲשֶׁר קִדְּשָׁנוּ בְּמִצְוֹתָיו וְצִוָּנוּ לְהִתְעַטֵּף בַּצִּיצִת.

Transliteration:

Baruch Atah Adonai, Eloheinu Melech ha'olam, asher kid'shanu b'mitzvotav v'tzivanu lehit'atef ba'tzitzit.

English:

Blessed are You, LORD our God, King of the universe, who has sanctified us by His commandments and has commanded us to wrap ourselves in the tzitzit (fringes).

This blessing is traditionally recited immediately before draping the tallit over one's shoulders, acknowledging the commandment found in Numbers 15:37-41 and Deuteronomy 22:12, where the children of Israel are instructed to wear tzitzit as a reminder to remember and obey all of יהוה's commandments.
